Profile

FAMILY AND EDUCATIONAL BACKGROUND
James Sagmayao Edduba was born on February 20, 1965 in Colayo, Pasil, Kalinga. He is the son of Juan A. Edduba of Tulgao, Tinglayan, Kalinga and Zenaida Sagmayao Edduba of Colayo, Pasil, Kalinga. He is married to Engr. Elsie D. Edduba who is from Lubuagan and presently working as Agricultural Technician at the Tabuk City Government. James and Elsie are blessed with five children.
He studied and finished his elementary education in 1978 at the St. Therisita’s School, Lubuagan, Kalinga. He took up and finished his secondary education in 1982 at the Saint William’s Academy, Bulanao, Tabuk, Kalinga.
He finished his tertiary education with the degree Bachelor of Arts, Major in Political Science in 1994 at the San Sebastian College, Recto, Manila.

GRADUATE STUDIES AND SPECIAL COURSES
He continued learning through attending graduate studies and special courses. He took up Masters in Rural Development (MSRD) at the Kalinga-Apayao State College (KASC) and earned 27 units. In 2008, he completed a Country Focus Training Course, a “Seminar for Municipal Mayors of Clustered LGUs: ONE VILLAGE, ONE PRODUCT MOVEMENT”. This was sponsored by Japan International Cooperation Agency (JICA) and was held in Kyushu International Centre, 2-2-1, Yahatahigashi-kuHirano, Kitakyushi, Fukuoka, Japan.
 In 2010, he completed Leadership Excellence and Development Training as well as Revenue Generation and Resource Mobilization Training at the Development Academy of the Philippines, Pasig City, Metro Manila. In 2013, he completed a “Certificate Course in Community Health Development” conducted during the Leadership and Governance Program, a partnership undertaking of the Department of Health (DOH) Center for Health Development- CAR, Zuellig Family Foundation, Inc. and Local Government, Benguet State University, La-Trinidad, Benguet.
While serving as the Provincial Vice Governor of Kalinga, he completed two special courses- Introduction to Excellence in Local Legislation in August 1-5, 2016 and Strategic Leadership for Local Legislators in January 22-26, 2018. Both special courses were sponsored by the Center for Local and Regional Governance (CLRG), National College of Public Administration and Governance (NCPAG), University of the Philippines, Diliman, Quezon City.  

WORK EXPERIENCES
James Edduba worked as a laborer at the Batong Buhay Gold Mines, Incorporated (BBGMI), Pasil, Kalinga from 1982 to 1984 after graduating from high school. While studying in college, he continued working with BBGMI as a part time and liaison officer from 1988 to 1992.
From college graduation,he worked as Legislative Staff Officer of former Senator Gloria Macapagal-Arroyo from 1995-1998. Later, he was appointed as Project Evaluation Officer at the Regional Office, DSWD-Region 2 from 1999-2001.
 From 2003-2007, he served as Presidential Staff Officer IV, Office of the President, under Her Ecellency President  Gloria Macapagal-Arroyo and concurrently a member of the Board of Directors, National Tabaco Administration. In 2007, he was elected as the Municipal Mayor of Pasil, Kalinga and was reelected in 2010. He ran unopposed as the Mayor of the Municipality during his last term from 2013 to 2016.
            While serving as the Municipal Mayor of Pasil, he was elected as the President of the League of Municipalities (LMP) of the Philippines, Kalinga Chapter from 2010-2016. At the LMP National level, he was elected as the Executive Vice President for Special Concerns from 2010-2013 and was appointed as Presidential Adviser from 2013-2016.
             In the May 2016 local and national elections, he was elected as the Provincial Vice Governor of Kalinga Province. After assumption of office, he became the Regional Director of the League of Vice Governors- Cordillera Administrative Region.
In June 9, 2017 to December 8, 2017, he became the Acting Provincial Governor of the province.
